Billings man accused of assaulting, strangling girlfriend

BILLINGS - A man faces felony charges for allegedly assaulting and strangling his girlfriend in Billings last week.

On Nov. 3, Billings police responded to a home on the 700 block of North 19th Street for a domestic disturbance call, where Richard Lynn Shaulis, 43, fled the scene on foot.

The victim told police she and Shaulis got into an argument that escalated when Shaulis grabbed her by the throat and slammed her to the ground, court documents state.

Shaulis then allegedly held the woman down by the throat and covered her mouth with a pillow.

Court documents show a witness told officers Shaulis grabbed a dog leash, wrapped it around the victim's neck, cinched it down and said, "I just want to ----ing kill her." The witness was able to stop the attack, and Shaulis soon left the home.

Shaulis was placed under arrest once he was located by an officer. He denied the argument turned physical but admitted to putting a dog leash over the victim's neck. 

He was charged with assault with weapon, strangulation of a partner or family member, and partner or family member assault.

A check of his criminal history shows four other partner of family member assault convictions: one in 2005, two in 2007 and one in 2011.
